There are two types of patent practitioners: patent agents or patent attorneys. A patent attorney has a legal degree and a patent agent doesn’t. Both types have to have the necessary scientific and technical training to be admitted.

Currently we are up to Registration Number 81,011. My Registration No. is 33,153 and I was registered on Dec. 14, 1987 – so that give you an idea of how many new practitioners there are per year (about 1350 ish).
Patent agents cannot provide legal advice. So while patent agents can write patent applications and prosecute them through to issuance, there are certain services a patent agent cannot perform. For example, you need a Patent Attorney to provide opinions, litigate, do agreement work and licensing, or appeal to the Federal Circuit court or the DC district court.
